Governance Committee - Four-Year Term

Anne Mulligan

EdD, MS, RN

Dear Delegates and Sigma Members,

It is an honor to be nominated for the Sigma International Governance Committee, and I respectfully ask for your support.

Governance is the foundation that keeps our organization ethical, consistent, and future-focused. The Governance Committee ensures Sigma’s bylaws and policies reflect our mission, oversees fair and transparent processes for leadership selection, and promotes clear structures that support accountability and equity. These functions are especially important as Sigma continues to grow globally. Governance Committee requires a time commitment to review and recommend changes to policy and then education of Sigma members on the need for any changes or additions to the bylaws.

Throughout my professional journey—in the U.S. Navy, academia, and my Sigma chapter leadership—I’ve worked with policy and governance. My experience includes writing and revising operational policies and procedures during my military service and developing academic policies to guide nursing students and faculty. I initiated a Practical Nursing Program, worked on teams developing an LPN to RN and the first community college RN-BSN Program in our state. I contributed to handbooks with policies for students and faculty providing guidance, consistent expectations, and a foundation for accountability across the nursing program. In other committee work, I authored policies on the use of technology in nursing education, ensuring that innovation aligns with professional and Board of Nursing Standards. These policies were the foundation of the online learning guidelines for our nursing programs.

Within my Sigma chapter, I’ve participated in reviewing and updating bylaws and procedural documents. For the past four years I was president of a large “at large” chapter. I am proud of the high-quality events, volunteer projects, chapter collaborations and innovations such as an online book club and a leadership intern position that we developed. I gained first-hand experience in developing and guiding policies and procedures for the volunteer projects, book club, and leadership intern position. A dedicated team is now in place, and I hope now to increase my engagement and involvement at the international level.

If selected to serve, I would bring a focus on clear, inclusive policies and on governance structures. One area I see as critical is better clarity around student eligibility and induction into Sigma. With multiple nursing program pathways—traditional, accelerated, RN-to-BSN—it is essential that our policies guide chapters in consistently applying invitation criteria while recognizing program length differences. This clarity supports fairness and strengthens Sigma’s global reputation. Communication and education on Sigma Bylaws should continue to be reinforced.

I approach governance with respect for process, a commitment to fairness, and an understanding of how well-crafted policies empower both leaders and members. I would be honored to contribute these perspectives as a member of the International Governance Committee.

Thank you for considering my nomination and for your ongoing leadership within Sigma.
